Abstract:

On February 3, an individual stabbed French soldiers near the Carrousel du Louvre. French President François Hollande immediately described the incident as a “terrorist attack”. The post takes this event as a starting point to remind us of a couple of things about the meaning of the word “terrorism”. It argues, first, that it is difficult to agree on what terrorism is and, second, that it is easy to agree on what it is not. Attacking soldiers is not terrorism.
