Abstract:The British Parliament has published a critical report on NATO’s military intervention in Libya in 2011. As well as lending credence to suspicions about the hidden motives behind this intervention, the report reveals a more general phenomenon: political decision-makers lack a lucid perception of the effects of military interventions.
